Guaranteed RAM is the minimum amount of RAM that will normally be available to your VPS.

When spare system resources are available your VPS will be able to temporarily use additional memory up to the limit specified by the Burstable RAM figure.

Burstable RAM may therefore be considered the maximum amount of RAM that will be available to your VPS, though only for short periods.
